Carol Fougner, a long-time resident of Polk County, spent much of her time advocating for individuals
with special needs. She worked at the Polk County Special Education School, was a track & field and
bowling coach with Polk County Special Olympics, provided respite care for families, and adopted a
special needs child herself. It was Carol’s desire to provide and support opportunities in which physically
and mentally challenged individuals could blossom and grow. In her lifetime, Carol touched the lives of
countless individuals and families.
The intent of this scholarship is to honor Carol’s efforts by awarding a $1,000.00 scholarship to a Polk
County High School senior who has worked with intellectually or physically disabled individuals through
employment and/or volunteering. The scholarship will be awarded directly to the recipient. The winner
of this scholarship must have plans to attend a two- or four-year college and the funds will be paid
