Our schools are more than just buildings; they are places where students learn, staff inspire, and our community comes together. The Osceola School District is committed to providing safe, welcoming, and well-maintained learning environments that support student success today while planning responsibly for the future. This page provides information about our district facilities, ongoing maintenance and improvement efforts. In 2025-2026, the district completed a Facility Condition Assessment, which evaluated the condition of our buildings, identified current and future capital needs, and will help make informed decisions about maintaining and improving our schools in a fiscally responsible manner. We believe in being transparent with our community by sharing information about the condition of our facilities, the investments being made, and the planning that helps ensure our schools continue to serve students for generations to come.

Understanding Our Facilities: Facility Condition Assessment Results

The Facility Condition Assessment completed in 2025 meticulously reviewed the condition, age, projected service life, and estimated replacement cost of all key building components, such as boilers, HVAC, roofs, flooring, electrical systems, plumbing and parking lots. Based on this information, each facility received a Facility Condition Index (FCI) score, which indicates the building’s condition based on the cost of projected maintenance over the next decade compared to the cost of replacing the building altogether. The lower the score, the better the condition of the building. 

All Osceola School District buildings scored within the “Good” to “Fair” range, with the exception of Osceola Elementary School which rated “Poor.” In total, the assessment identified approximately $51.4 million in recommended maintenance over the next decade: 

  • Osceola Elementary School: $17.7 million → Poor FCI (0.44)
  • Osceola Intermediate School: $7.7 million → Fair FCI (0.168)
  • Osceola Middle School: $10.3 million → Fair FCI (0.201)
  • Osceola High School: $14.3 million → Good FCI ( 01.58)
  • Bus Garage: $981,252 → Fair FCI (0.162)

Cost estimates are based on 2025 figures. Actual costs for repairs, maintenance, and renovations are subject to inflation and other market shifts.

CONDITION SUMMARY

Osceola Elementary School is in the poorest condition of any of the district’s school buildings. Its largest need is a full overhaul of the HVAC system and controls, which are failing and increasingly hard to maintain and find parts for. The roof is due for a complete replacement. Unfortunately, these are not the kinds of maintenance that can be completed bit-by-bit. They will require significant one-time investments.

Given its age, several areas of the building are also not ADA-compliant, including bathrooms and hallways. These spaces require renovations to provide the space and amenities needed to support students, staff and visitors with disabilities. Additionally, the building needs to add a fire suppression system, and replace its parking lots and very outdated electrical system.

Condition Summary

Osceola Intermediate School is in overall good condition. Its “Fair” FCI score of 0.168 is right on the cusp of “Good” – planned maintenance over the course of this coming school year will bring it into the “Good” category.

Nearly 40% of anticipated maintenance over the next decade is for a full replacement of the roof, which is currently original to the building and showing progressive deterioration. Other basic maintenance like parking lot repairs and replacement of a boiler make up the remaining needs.

Condition Summary

Osceola Middle School is in overall fair condition. Much of anticipated maintenance/renovation in the school over the next decade will be tied to the pool area and adjoining locker rooms. The pool requires specialized equipment to treat, filter, and maintain the temperature of the water, many of which are at the end of their service life.

Other needs like replacement of select roofing sections and updates to the electrical system make up the remaining estimated maintenance costs over the coming decade.

Condition Summary

Osceola High School remains in good condition, but at 30 years old, the building is approaching an age where certain key systems like roofing, parking lots, and HVAC controls will be due for replacement. These needs make up over half of the anticipated costs for upkeep and repair at the building over the next decade.

In addition to these routine needs, select athletic spaces such as the turf field and tennis courts need immediate attention. Both have been subject to significant wear and tear, so playing surfaces should be replaced to lower the risk of injury for student athletes.

The bus garage is in good shape, with a “Fair” FCA score barely outside of the “Good” category. Projected maintenance over the next decade will primarily focus on the building’s envelope, such as repairs to exterior brick and walls, roof replacement, and resurfacing of parking lots after years of wear-and-tear from heavy vehicles. The building also needs a new hoist capable of lifting the buses for maintenance and cleaning.
